Could we introduce “Active Skills”?

It seems feasible to grant players active skills. For instance: detecting enemy positions, accelerating all movement speed (such as reloading, running, or using tools), deploying non-lethal mines.

Simultaneously, collectible intel could serve as consumables for unlocking and upgrading these active skills. Presently, intel serves little purpose beyond converting to cash at the game's conclusion—at least, I've yet to discover any other function of intel.
