Text chat delays new input after sending a message or closing

1) Join party

2) Type a message in text chat and send. OR exit message text box with no text typed in

3) Immediately attempt to type a new message in chat

Expected: Player can type message with no delay.

Actual: Player is unable to type anything in the text box as it does not come up.

Notes. Player can type messages again only after the text chat disappears from their own screen
